Highlights of the 2009 Vigilant Fire Co. Budget

The average homeowner in the Vigilant service area will see a $25 increase in the cost of their fire and/or EMS protection in 2009 – less than 7 cents per day, per household more than 2008.

The total Vigilant budget for 2009 is $2,679,855 - just over 9% more than the prior year.

For the 2007-08 duty year, which ended on August 31st, Vigilant responded to a total of 2,297 fire and EMS alarms.

1,900 of these calls were medical emergencies, representing an over 15% increase in EMS runs from the prior duty year, when 1,642 EMS calls were logged.

The 397 fire runs for the 2007-08 duty period reflects a 5% increase from the prior year.

To properly handle the receipt and dispatch of these additional calls for help, Vigilant will be adding one additional full time employee in 2009.

In addition to helping with the growing emergency communications duties at Vigilant, this new staff member will also be trained in emergency medical techniques, allowing him/her to assist in responding to ambulance calls, and will also perform routine maintenance tasks in the firehouse between alarms.

This additional full time employee will allow Vigilant to maintain the high quality of its emergency response services and represents approximately one-third of the increase in the Vigilant budget for 2009.

About one-quarter of the increase in the 2009 Budget is tied to fixed costs beyond the control of the fire company. (i.e. Increases in fuel and other energy costs, increases in insurance premiums, etc.)

A small percentage of the 9% increase is earmarked for the proposed conversion of Vigilant’s current volunteer retention program from an insurance-based program to a fire department Length of Service Awards Program. (LOSAP)

Vigilant To Take Additional Steps to Facilitate Community Participation

In Budget Hearing Process

 

Glitch in State Law Requires Budget Hearing Be Held on Religious Holiday This Year

 

Great Neck Vigilant will be taking several additional steps starting this week to assure that all members of the communities they serve have a chance to participate in the review process for the fire company’s proposed 2009 budget.  Vigilant Board of Trustees Chairman Andrew DeMartin announced the additional efforts to solicit community input on the budget following a ruling by the State Comptroller’s office requiring the annual budget hearing take place on Tuesday, October 21st, which is the observance of the Jewish holiday of Simchat Torah.

 

“We value community participation in the budget hearing process and want to assure that all the individual residents we serve across the Great Neck peninsula are provided an opportunity to review our proposed budget for the coming year,” said Chairman DeMartin.  “We are disappointed that the state law does not take into account the observance of religious holidays, which vary from year to year, when choosing a date for these hearings.  We intend to work with our local representatives in Albany and the Comptroller’s office to pursue amendments to the current law which would allow fire companies and fire districts to reschedule these important hearings in situations such as this.”

 

New state laws governing fire districts and independent fire companies require budget hearings be held statewide on the third Tuesday in October. When Vigilant Chaplain Rabbi Charry pointed out that this year’s budget hearing date fell on Simchat Torah, the Vigilant board immediately reached out to the State Comptroller’s office seeking permission to reschedule the hearing to a date that would not conflict with an important religious observance, since a significant portion of the Great Neck community is Jewish.  The Comptroller’s office determined that an exception to the law could not be granted and that Vigilant must hold the budget hearing on the date mandated by the legislation.

 

In the spirit of full cooperation with the communities it serves, and in deference to the religious observances associated with Simchat Torah, the Vigilant Board will be providing the public with opportunities to review the budget in advance.  Interested parties can also submit their own questions ahead of the hearing date, which will then be asked on their behalf at the budget hearing, should an individual not be able to attend in person.  Specifics of his outreach program include:

 

  • Beginning on Friday, September 26th, the proposed 2009 budget will be available for review on the Vigilant website at www.vigilantfd.com.

 

  • Questions on the 2009 budget can be submitted ahead of the budget hearing by either e-mailing Chairman DeMartin at:  ademartin@gnfd.org, or by mailing them to Great Neck Vigilant Fire Co., 83 Cutter Mill Road, Great Neck, NY 11021 – Attention: Chairman Andrew DeMartin.

 

 

  • Individuals who wish to review the 2009 budget in person at the firehouse may reach out to Chairman DeMartin at ademartin@gnfd.org to schedule an appointment to look over the budget documents.  Those reviewing the budget in person can also submit questions for consideration at the budget hearing either via the website or by mailing them to the firehouse.

 

“We are going out of our way to assure that all those who wish to participate in our budget hearing process can do so and we hope to be able to affect changes in Albany in the coming year which will allow us to reschedule these hearings in the future, should conflicts arise,” said Chairman DeMartin.
